On April 17, 2026, the Sea Breeze resort city hosted an expanded meeting of the Azerbaijan–Russia Business Council, attended by representatives of the governments and business communities of both countries. The event brought together key stakeholders in bilateral economic cooperation and served as an important platform for discussing the prospects of joint projects.
The meeting was opened by Deputy Prime Minister of the Republic of Azerbaijan Shahin Mustafayev, who emphasized the strategic nature of relations between the two countries. Favorable conditions for expanding trade and economic cooperation have been created by the heads of state. A significant level of interaction has already been achieved, while substantial potential remains for further development.
The Government of Azerbaijan has established a favorable and competitive business environment. Industrial parks are actively developing in the country, and free economic zones are being created, offering investors broad opportunities and incentives.
In this regard, Shahin Mustafayev called on the members of the Business Council to make more active use of the existing conditions and opportunities, as well as to intensify joint efforts aimed at increasing trade turnover and expanding investment cooperation between the two countries.
Russian Deputy Prime Minister Alexey Overchuk noted the favorable business climate in Azerbaijan, highlighting the attractiveness of the newly established free economic zones. He also emphasized the expanding opportunities for Russian manufacturers within the framework of the international transport corridor “North–South,” underlining Azerbaijan’s key role in the development of transport infrastructure and logistics solutions.
During the meeting, Chairman of the Board of the Azerbaijan–Russia Business Council and President of Agalarov Development Emin Agalarov presented a report on the Council’s activities and showcased the investment potential of the Sea Breeze project.
He noted:
“Today it was announced that we have reached a full restoration of bilateral relations between Russia and Azerbaijan. This cooperation will help promote tourism, the investment fund, and other areas of development in both countries. On behalf of the Azerbaijan–Russia Business Council, I propose holding an annual business forum at Sea Breeze. We are confident that this will contribute to strengthening trade ties. Such a platform will be useful for fostering dialogue between entrepreneurs and deepening bilateral economic relations.”
In 2026, the project marks its 20th anniversary, having evolved from the idea of a resort settlement on the Caspian Sea coast into one of the largest private development and lifestyle projects in Europe. As emphasized by Emin Agalarov, the development of the territory continues.
As part of the meeting, the results of the Azerbaijan–Russia intergovernmental commission held the day before were also presented. Participants discussed prospects for expanding cooperation in transport, investment, and industrial sectors.
A practical outcome of the meeting was the signing of a cooperation agreement between the Technopolis Khimgrad Technopolis, the NexTouch Group of Companies, and JSC “Nex-T.” The document includes the implementation of an investment project focused on the production of interactive equipment, displays, software and hardware solutions, including technologies for people with disabilities, to be developed within the Sumgait Industrial Park.
