Sea Breeze at the II Azerbaijan International Investment Forum

On September 25–26, Baku hosted the II Azerbaijan International Investment Forum (AIIF 2026), bringing together business leaders, government representatives, international organizations, financial institutions and investment funds from different countries over two days.

The forum was held under the patronage of President of Azerbaijan Ilham Aliyev and organized by the Ministry of Economy of the Republic of Azerbaijan and the Azerbaijan Export and Investment Promotion Agency – AZPROMO. This year’s forum focused on “Restoring Trust in a Fragmented World: The South Caucasus as a Pillar of Global Connectivity and Investment Stability.”

Sea Breeze participated as a partner of the forum and presented its key projects at a dedicated stand. Architectural models of Halfmoon and Caspian Dream Liner were displayed, while an interactive 3D tour offered visitors an opportunity to explore the resort city. Developed together with international agency Fortes Vision and based on Sea Breeze’s digital twin, the 3D tour provided a detailed view of the project and its development.

The development of Sea Breeze was also among the key topics discussed at AIIF 2026. Emin Agalarov, Founder of the resort city, took part in the panel discussion “New Investment Directions: Real Estate, Tourism and Urban Development,” where he presented Sea Breeze Azerbaijan to international investment funds and spoke about the project’s future development.

Only 10–15% of the planned development of Sea Breeze has been completed to date. The main phase of development is expected to continue over the next 7–8 years. According to Emin Agalarov, the project is among the top ten promising investment opportunities worth attention.

The investment model of Sea Breeze was presented at the forum by Ena-Kamelia Melikova, Sales Director. She introduced the “city within a city” concept, where residential neighborhoods are being developed alongside hotels, commercial spaces, schools, leisure areas and other elements of urban infrastructure.

The discussion around Sea Breeze formed part of the broader AIIF 2026 agenda, which focused on the future direction of Azerbaijan’s economy and the role of private capital in driving its development.

As a result of AIIF 2026, 23 documents were signed covering investment projects with a total value of USD 10.8 billion across construction, energy, digital economy, industry and other sectors.
